SWIMBA MEETING MINUTES 3/20/02

Old Business:
Tour de Fat: Todd Olson reported on his meeting with the City Event Planning Committee, which went well. The applications are in and the Parks Board will receive them on 4/13. David, New Belgium Brewing Company rep feels strongly about the event and is pleased with our progress. Camel's Back Park is our first choice, the Penitentiary second, Julia Davis third and Municipal fourth. ICL will be one of the beneficiaries, and we have asked NENA to participate. The Boise Blues Society may participate, possibly with valet bike parking.

Todd, Bill Peck and Margie Rosenberg have been working on the committee and Dave Thomas will assist with trail routes. Ginger Jewell, event coordinator, has trail impact concerns. We will keep groups to a maximum of 15, will have road rides and skill levels from hard core to beginner. Two people will manage each group.

Tim suggested ride leaders promote soft biking. Todd indicated education will be a big part of the program.

Shafer Butte Project: The SWIMBA letter has been drafted. There is a 3/25 meeting at ICL with the Forest Service. Issues are bringing existing trails into the plan and environmental concerns. SWIMBA wants to GPS existing trails which can be overlaid on topo maps. New Business:
Spring Fling and Earth Day Festival in Julia Davis Park, 4/20: Todd Olson will have a booth and will let SWIMBA hand out brochures. He also suggests a banner about 6' long, which might cost around $100.

Tending Our Foothills Day, 5/4/02: Tim Breuer needs 1-2 crew leaders for each project. He will send out a news release and put flyers in the shops to get volunteers. Volunteers will meet at Fort Boise at 9:00 a.m., crew leaders at 8:00 a.m. He needs a cadre of well trained/seasoned crew leaders. Some will come from the agencies. There will be a training session. It will be done in conjunction with IMBA Trail Care Crew. Other possibilities include outreach, spreading the good word, focusing attention on responsible riding.

Residential Development Proposals: Tim inquired as to how the board wants to handle issues like Shafer Butte logging and new trail such as in Hidden Springs area. The issue is how SWIMBA will respond, do we need a standing committee to represent the recreationalist point of view? The challenge with the concept of weighing in on the issue is to do the homework and know where the bombs are. Letters to Planning and Zoning do make a difference. Dave Beck offered to attend meetings with planners and bring back information to SWIMBA. Harley wants to be involved.
The developer in Hidden Springs area wants to offer a public trail along Dry Creek, but maintain as a private trail one that goes along the ridge on a power line road. It is an important link. The development is caught up in a denial by Planning and Zoning because of traffic going to Harrison, transportation and emergency access issues. Question is how SWIMBA can weigh in without alienating the North End residents. Dave Beck will review the Hidden Springs issue and write a letter outlining SWIMBA's position.

The Harris Ranch Master Plan is also on the table. SWIMBA wants to know the status today. Tim will put together a plan for next meeting.

DEQ Workshop on Air Quality: SWIMBA has been approached to participate in DEQ's workshop. Harley will provide information so we can decide.

CIMBA: 8/3 IMBA Epic - Loon Lake ride. Roger Phillips has reserved some campground spaces in July of this year.

Video on Safety and Cycling in the Boise area: Todd has talked with Mark Tee, who worked at Channel 2, and is putting together a video. Todd suggests that SWIMBA be involved. There are a variety of sponsor positions. Some things covered will be the Women's Challenge, 24 Hours of Boise, education on trail use, Green Belt rules.

Screamin' Toad Chronicle: Todd will put out his newsletter next week with one entire page devoted to SWIMBA, including a letter from Harley.

Education: Tim has been talking to Leave No Trace, Inc. who has done a front country program in Boulder using signage and cards for Ambassadors to hand out. It is in the early stages.
Sprocket Kids educational curriculum was also mentioned.

Next Meeting: 4/17. Harley will be out of town. Chris Hahn or Todd may conduct meeting.
Supporting Ridge to Rivers: Harley asked how SWIMBA can support R 2 R, Tim suggested possible surveys.

National Trails Day: This will be the first part of June.

Ron Dillon: Ron announced that his wife is running for county commissioner.
