The number of board members was reduced from 20 to 18 due to the difficulty getting a quorum.

SWIMBA Meeting:
Old Business: Ambassador/Patrol - Chris Cook is working with Tim Breuer to get trained individuals to ride the foothills, chat with people, suggest trails and generally be helpful. The BLM, Forest Service, Ridge to Rivers and maybe Boise Parks and Recreation will support it. They want to see it called Ambassadors.
Chris got the OK from IMBA and wants to stick with IMBA Mountain Bike Patrol. Chris said there are benefits to being on the patrol, training programs and manuals we can use now are avilable and in the future there are classes around the country we could send people to or bring instructors here. Basic First Aid and CPR are required. It may not be exclusively mountain bikers. Different groups want horsemen, hikers, ATVs to be involved in the future. Chris wants to have a day set where people can go and learn about the patrol. Harley thinks it can be kind of like group rides, he was contacted by 2 people within a month wanting to volunteer. Harley suggests a big media splash with Tour de Fat for the patrol and Sprockids. He suggests modeling it after the Green Belt Ambassadors, no rule enforcement. Potential name is "Foothills Ambassadors". Patrollers can join IMBA for $35 and be registered with the National Mountain Bike Patrol. Shorts can be obtained for $20 and Shirts for $30. It was suggested we could print on the back of the SWIMBA shirt. 501C3 - David Law-Smith received a reply, with questions, from the IRS. He will respond, expects a quick answer.
Sprockids - Martha Hahn talked about the formation of a youth mountain biking program called Sprockids. It was presented to Boise Parks and Recreation and approved. $13,478 is needed for the first year for start up costs and personnel. It will be housed in the new facility at the bottom of Hulls Gulch. They want SWIMBA’s support for the 501C3 status in order to apply for grants from Albertsons or CRI, a Memo of Understanding is required. IMBA will also support the application for grants. Startup will be in August or September, 2002. Initially eligible kids will be at risk and low income kids, 12-15 year olds, identified by the Director of Parks and Recreation. It will start out with 12 bikes, helmets, gloves and tool kits. Bikes will be purchased locally, Giants at wholesale around $200 through IMBA. A kid can own their own bike. Their will be focus on environmental issues and ethics, part of it can be racing. The bikes will be kept at the McMillan Ranch.
SWIMBA will endorse Sprockids in concept and send $30 to register Boise Sprockids Club, get insurance and assist in applying for grants and getting special deals on bikes. $45 is needed for the curriculum itself, which can come from grants. Motion by Leo, second by Dave, carried unanimously.
New Business: Lobby Group - Harley advised there is a new lobby group he heard about at the IMBA meeting in Moab which will work on changing language in the Ice T Act. It pertains to any federally funded transportation program, biking, hiking, all must be considered. Idaho is targeted as a hot lobby state because we can get congressmen involved. IMBA wants SWIMBA to forward names of people who want to get involved. Meeting adjourned.
