Jim Schmid is a new trail ranger for the BLM working in the Owyhee area. He would like SWIMBA to show him where we ride in the area. 2.8 million will be spent on trails in the Owyhee area over the next 5 years. We have an opportunity to influence how the trails will be managed. A field trip is scheduled for the following weekend. Dave Beck will lead a tour of the area he is familiar with.

Reports:
We are still waiting on the IRS for the 501 (c) 3 non-profit status.

Sprockids - Applications for grants from REI and Albertson's Foundation have been submitted.

Old Business:
Discussion on the defined mission of SWIMBA and what issues should be considered. Talk was focused on how the area of influence had been defined at the organizational meeting of the new not for profit corporation SWIMBA organized under in 2001.

As defined by resolution: Southwest Idaho shall include The Boise Front Range and the Boise National Forest. This resolution was made to remove the conflict between proposed Wilderness areas and access to trails for mountain bicyclists. As no known proposed Wilderness areas are in the defined Southwest Idaho area.

The SWIMBA mission and goals were re-read from the Articles of Incorporation.
ARTICLE V
Purposes
The purposes for which the Corporation is organized and will be operated are as follows:
(a) To create and enhance mountain biking opportunities in Southwest Idaho by:
(i) educating trail users about safe and responsible trail use;
(ii) educating the public about the values and benefits of mountain biking;
(iii) educating the public about the value of open space and natural resource preservation;
(iv) promoting appreciation of and care for public lands;
(v) building and maintaining trail systems for public use; and
(vi) encouraging dialogue between trail users and public/private landowners

Discussion moved further to include how the parent organization, IMBA stands on Wilderness issues. Brad Purdy opposed the IMBA stance on Wilderness.

Bob Roehl with the help of Brad Purdy made a motion as follows:

"That SWIMBA maintain membership in IMBA (International Mountain Biking Association), but remain an autonomous organization with regard to policies, positions and initiatives."

Motion Approved - 4 in favor; 1 opposed and 1 abstained.

Meeting adjorned.
