SWIMBA MEETING MINUTES 3/19/03

A quorum was declared. Meeting called to order by Harley Parson. 1/15/03 meeting minutes were approved.
OLD BUSINESS:
Treasurer’s Report - $10, 121.49. Board members need to renew, David will provide that information. David wants to set up an interest account.
Membership Renewal - Bill Peck has the list, will send out renewal letter. Denise Wardwell is going to get with Todd on flyers, he might have them from Tour de Fat. Harley’s membership list is no older than 2 years.
IRS 501 C3 - Harley will contact IRS for status, last contact was 10/25/02.
Sprockids Grant - Harley reported we received a $3000 grant from REI. Adopt a Trail - Chris Cook has 5 crew leaders, they met with Tim and Jerry, then did some trail work and basic maintenance. He want to plan a 4/5 Adopt a Trail Day for Lower Hull’s Gulch. Tim commented energy and enthusiasm is high. He mentioned other communities have had mixed results, conflict between hikers and bikers he wants to avoid. Harley noted SWIMBA is not taking over trails, we need to watch our image and promote. Tim stated we could put up our own signs to indicate trail work is in progress.
IMBA Signs, share the Trail - Chris gave some to Tim, some may be used at Shafer Butte, more can be ordered. Tim will put some signs on kiosks.
Leave No Trace - Tim stated it is focusing on dog component first, on June 1 certain trails will be designated off leash in the reserves, there could be some enforcement on other trails. Mountain biking will be addressed right after dog issues.
Partnering with Tim and Leo in events - Tim noted 5/3 is Tending Foothills Day. 6/7 is National Trails Day, which for him is education, outreach, survey. There is opportunity for us to pick a place and have a day of respect, have fun in Boise foothills. Bob volunteered and Harley will send out an e-mail request.
Poison ivy on Hulls Gulch was discussed, Tim indicated it is OK to cut it back. Concerns were voiced that cutting back would encourage growth.
Cycle Idaho - This is the last week in June, the 28th and 29th, David wants to get Carlo here to talk.
Leo mentioned the 3rd weekend in September as volunteer work weekend, brushing trails. There was recognition in the brochure.
Willow Lane - Dave stated he got there at 9:00 a.m., it was disorganized and he became frustrated and left. Harley got there around noon and there were 3 crews working.
NEW BUSINESS:
Insurance - Tom Baskin checked with IMBA, got their declarations sheet and endorsement page. General liability is $225, but the $3,000 trailer should be insured. He can get a $500,000 city required policy through IMBA, $2m @ $1.50 per member in good standing, which is $62.50 based on 150 members. David says there are only 35-40 members in good standing. Discussion was held regarding covering trailer down the road. Tim stated volunteers aren’t covered with Ridge to Rivers any more. Insurance is necessary because waivers aren’t worht anything, insurance is also needed for board and members for Sprockids. (The kids are covered by Parks and Rec.) Motion passed to purchase liability insurance and research coverage for trailer, bob trailer, a dozen bikes, miscellaneous.
Sprockids - Dues are $45 for 2003 due in April, motion passed to pay same. We need to spend the $3000 REI grant, the check was received in the fall. $2700 was on the original equipment list, Harley was $3000 on the equipment list to include 12 bikes, helmets, ancillary equipment. Initial purchase was from Bob’s for Giant 24 & 26" wheels, small frame, tool kits, tri flo, patch kits, tubes, bottle cages. Motion passed.
MOU - Tom will present to Parks & Rec next meeting. SWIMBA furnishes, owns and insures equipment, Parks & Rec hires the director. Tom has some stylistic changes to the MOU at paragraph 3, Worker’s Comp, and 5, Indemnification. He talked to Ted Baird, City Attorney in that regard.
The trailer will be placed in a compound at Fort Boise for storage. Motion passed.
Trailer - Discussion was held on trailer options. Steel trailer, 6'x12', will have rear barn door, side door. Harley will get a converter for lights, brakes aren’t required. Leo will recommend how to build racks. The trailer could be used for other stuff, including rides. We won’t pull it around until fall. Motion to purchase trailer passed.
Sprockids Schedule - 6/6-8/8. Tim wants a good message, focusing on etiquette and respect.
Paul Schoenfelder from Parks & Rec mentioned possible surplus ‘94 Suburban for use of Sprockids for $5000-$8000. Parks & Rec would tow the trailer, Lorien could take programs to a school or other venue. SWIMBA members will assist Lorien. She could solicit volunteers from riders sponsored by local businesses as well. Volunteers will have to sign in with Parks & Rec.
REI will announce the $3000 grant to the media in April, also a $2000 grant to YMCA. Harley noted he tried to purchase equipment through REI, but it wasn’t available. He will buy what he can from them.
Dave Thomas would like to get our logo on the trailer, he will talk to Fast Signs about creating a sticker. Adventure Signs on Overland could do it also. Harley would like to price smaller stickers as well.
Tour de Fat - Date could be 8/16 or sometime in June. Bill Peck thinks it is in June.
Membership - Harley asked everyone who isn’t a current member to join.
Future Trail Work - Bob mentioned we need to get permits in order first - anything on Forest Service land requires 3 months. Wan informal group talked about a skills park (Chris, Darren, Matt, Ken, Denise, Phil) trying to work on a proposal for free riding in the foothills and skills park in the reserves. They will have something soon to propose to SWIMBA.
Harley said he and Tim are fielding requests from freeriders, generally non SWIMBA members. SWIMBA and Tim are tyring to organize to take advantage of proposals from Tim Hall for land in the military reserve.
Shafer Butte - Dave Beck has a draft of trail plan. Lori Fink of the Forest Service will have to give authority for the project, then we will get a master plan. Larry Trip and Lori Fink are our contacts.
