A quorum was declared.  Meeting called to order by Harley Parson.  4/16/03 meeting minutes were approved.

OLD BUSINESS:

Treasurer’s Report - $6,191.25.  We owe Bob’s $2,700 for bikes.
We are recruiting Tom Foote for treasurer.  A big factor for treasurer will be how to deal with checks.  Harley plans to have a memeber letter and hand write in names.  Between now and Tour de Fat Harley will get a handle on renewals and a renewal letter.

Tour de Fat - Volunteers: Lorien will be there all day, can be a floater, will promote Sprockids.  The SWIMBA booth will be manned by Harley, Lorien, Chris, Leo, Bob and Jeff.  Harley will coordinate.  Graphics showing SWIMBA accomplishments were suggested for the booth.  A memorial fundn for David Law-Smith’s family was mentioned, Harley suggested we discuss it later.

Benefactors are SWIMBA and NENA (selling merchandise).  Lost River Cycling Club will be leading rides.  Rides are on New Belgium’s web site.   Harley wants a “concierge”, someone to direct people to areas for rides.  Bob and Lorien volunteered.

National Trail Day - Leo states there will be an informal car pool Friday after work from the Stinker Station and a Saturday 7:30 a.m. day trip.

Sprockids - Lorien indicated Parks & Rec is looking for an assistant at Job Service, 17 or 18 year old.  SWIMBA is invited on any rides.  The best way to help is getting the word out.  Her handout says 6/12 and it should say 6/16-6/20.  The classes are interesting and they want people to attend.  She hasn’t heard about the Albertson’s grant.  Sprockids received $175 at Coyote Classic to buy tools and bike stands.  The cost for the short program is $56, see Boise’s web site.  Parks & Rec has a sliding scale related to the subsidized lunch program.  Registration should go through Parks & Rec.

It was decided not to put the IMBA logo on the trailer.  Lorien is working on publicity.

Annual Meeting - Harley will extend his presidency if Chris Cook goes statewide and serves as a board member of the Idaho Trail Council.  We are looking for a new treasurer, new board members and new slate of officers.  We will apply the attendance rule to current board members by the June meeting.

Leo suggested we solicit members at the SWIMBA table.  Bob suggested selling beer tickets at the SWIMBA table.

The annual meeting will be held at Park Center Smokey Mountain Pizza 6/18/03 from 6-9.  We will start with pizza and sodas hosted by SWIMBA, have a brief meeting, vote on a board and officers.  Todd suggested a flyer for the annual meeting.

New Business:

New members - Bill distributed 175 brochures at Coyote Classic, no responses yet.  He will get another box of brochures.

Skills Park - Chris said there are plans for a park at the Military Reserve, also free riding.  There will be a drawing and brochure on it.

Idaho IMBA events - Harley Parsons is state rep and Chris Cook is alternate.  Harley wants to put on the list serve where Chris will be, such as ISU.  There will be a like off Chris’ trailwise site.

Sawtooth Challenge, Pole Paddle Pedal is 8/2 in Pocatello, the same day as the White Knob mountain bike stage race.

Shafer Butte - Harley will e-mail to the board a letter giving permission for trails.  Additional trail mileage won’t be allowed except to optimize trails.

Owyhees - Chris has started working with the BLM for EEA in June.  BLM is looking for support for trail north of Reynolds Creek which Chris wants designated non-motorized.   It could go back to motorized if SWIMBA doesn’t act.  It is not part of a wilderness proposal.  Chris wants to bring a map to the annual meeting.  Bill said it is incredible riding about an hour from Boise.  Chris hopes to get some kind of historical designation, there is a stone aquaduct in the area, wants to preserve it.  The BLM has 4 trail maps of the Owyhees because they have a grant, they have established a loop system for motorized users, they will include this area in a map and this is our opportunity to steer it non-motorized.  Harley wants Chris to bring the issue to the annual meeting.

Tom inquired as to Chris’ role in the issue.  Dave Beck believes Chris is trying to protect some trails from motorized.  Todd suggested we keep a separation between SWIMBA and IMBA, they are not mutually inclusive.  Todd believes SWIMBA includes all trail users.  Leo commented on getting a presentation on motorized and non-motorized.  Harley indicated Chris and Dave can help as individuals, but not on behalf of SWIMBA.  Todd thinks we cannot close off trails to some users.  Harley indicated SWIMBA is being criticized because some people believe we support pedestrian trails.  Todd commented Harley does an awesome job but thinks we have to decide if we are SWIMBA or IMBA.
