A quorum was declared.  Meeting was called to order by Harley Parson for the purpose of electing nine board member.  A slate of Steve Steubner, Tom Baskin, Bob Roehl, Jeff Skillern, Chris Cook, Darren Lightfield, Ted Tokumoto, Michael McDonald, David Moore, Tom Foote was presented.  Dan Meeker was nominated from the floor.

OLD BUSINESS:

Treasurer’s Report - Harley reported Tour de Fat grossed $10, 382.11.  Ride share of that was $880.  We paid $2,382 for beer, $25 for volunteer food and spent $120 in volunteer tickets.  According to Harley, $8,011 was netted after expenses.

Sprockids - Lorien gave a presentation and introduced her assistant, Joe Holmes.  The camps are filling up.  Tim Breuer thanked Lorien for her hard work. 

Davey Moore and Cynthia presented a check to Sprockids in the amount of $175 from the Knobby Tire Series.  The next race is 7/12 at Kelly Canyon Ski Resort.

Owyhees - Jim Schmidt from the BLM presented information on the Management Plan.  The BLM plans to designate open areas including the front and they want user input on the Wilson Creek area.  Chris Cook and Wit from Backcountry Horsemen are working with him.

The Wilson Creek trailhead area has been cleared for botanical, archeological concerns and trails will go from there into the Wilson Creek area and others.  The next step is to get working maps out to folks, then do the environmental assessment and present to all user groups.  It will take about 1 ½ years to get trails mapped out.  On 11/1/03 the Owyhee Front will receive $550,000 per year for 5 years

Shafer Butte - Larry Tripp, district ranger located in Mountain Home since 1986 gave a presentation on the Shafer Resource Management Project.  There will be a helicopter and ground based thinning operation removing 1/3-1/2 of the trees, retaining the Ponderosa Pine.  6 miles of old road exist, 6 miles of new road are needed.  They want to protect existing mountain bike trails and he has been working with Dave Beck to inventory the trails.  They will propose trails be closed to motorized use, there is none at the present.  Trail access is currently from a pullout, which isn’t good.  They may try to take advantage of Bogus Basin parking, it is still in the formative stages.  He hopes SWIMBA will assist in working through the parking challenges.  Our contacts are Laurie Fink, recreational trails and Tim Breuer, Ridge to Rivers.
 
The timber contract will go through the NEPA process in winter or spring, it could take 3-5 years to complete the project, contingent on someone buying the timber sale.

Freeriding - Greg Bearce presented, highlighting the general benefits of freeriding such as improving balance and riding skills.  He stressed responsible riding, noted Whistler and IMBA have sustainable trails guidelines.  He believes trails like Bob’s can be utilized by armoring the trail with rocks.

Tim Breuer gave the agency perspective on freeriding.  He is starting to see a lot of jumps and stuff popping up.  Mountain biking has come a long way to gain acceptance and freeriding is another form of recreation.  The land manager’s mission is to care for the land and provide recreation.  A skills park with ramps, jumps, easy to difficult, is being considered.  It is hard to find new public land, making Bob’s Trail more challenging has been considered.

IMBA - Harley reported the Tamarack Resort has hired an IMBA team to work on trails.

Note: 42 people attended the meeting, $290.58 was the total cost of pizza and soda.
