A quorum was declared. Meeting was called to order by Harley Parson.

OLD BUSINESS:

Minutes of previous meeting were approved as read.

Treasurer's Report - Tom Foote stated the balance is $11,577.97. He has an outstanding Tate's Rental bill for $702.25 + $12.29 which was reported by Harley to have been paid.
Membership - Bill Peck is the membership chairman. Tom Foote estimates total membership won't exceed 150 at year end.

Cycle Idaho - Leslie Tengelson stated they reviewed costs and want to focus on sub-committees before the next SWIMBA meeting. There were 41 participants this year, with $800 left over. Dave Thomas stated they had identified several opportunities to mesh with SWIMBA's mission statement which he would like to see the committee or entire group discuss. It was pointed out that the committee needs to present a specific proposal to SWIMBA.

Harley stated it is a commercial enterprise which has nothing to do with SWIMBA' s mission. He suggested Davey Moore consider it as a tour event and SWIMBA could be a benefactor. Cycle Idaho may not be the venue for SWIMBA's need to educate staff people for member agencies. Chris pointed out that other clubs he believes are 5Olc3 run events like Seattle to Portland.

Tom Foote stated that we don't know their mission statement or if it is a fund raising event for them. Tour de Fat is our main fund raising event and we need to use the funds to relate td education, avoiding commercial enterprise in favor of getting our message out. Sprockids is good. We need to relate everything we do to our charter.

Bob suggested we do it as a zero net gain effort, but it isn't possible to use a loss leader hitting 80 people and stay under our charter.

Davey is doing Tamarack next year and isnt' interested in taking on an event, but would rather have a race. Harley suggested he might combine it with trials. Harley requested the core group for Cycle Idaho get together with Davey and Carlo by the end of the week. The Cycle Idaho web site has to be handled by the end of the week. Chris Cook wants SWIMBA to keep the Cycle Idaho web site.

Lorien stated the event doesn't meet the criteria for our charter, and we don't have enough volunteers for our current committees and projects. Leslie said the committee wants to dedicate it to David Law
Smith, she wants to partner with Davey and draw more people. There is concern about what to do with the money. Harley will personally take the domain name until a decision is reached.

Ted suggested earmarking funds for specific things such as Parks & Rec, trail maintenance, specific trails. Tom will research to see if that qualifies, there is a concern about accumulating funds. We have to have a charitable purpose.

Sprockids - Lorien reported the 6-8 and 9 year old classes were the most popular. The mechanics classes were very successful. Volunteering mechanics were Steve Parish of Dirt Dart, Phil Vega of Joyride Mechanics, Jake Hawks and Harley Parsons. Big Bikes volunteered also. The girls specific classes didn't go well.

Lorien is thinking about a Sprockids club at her neighborhood elementary school which would be a model. She might market trails and trail building as a spring break program.

Tardiness was a problem and she would like a kiosk where you could sign in/out to communicate with the kids.

Lorien accepted a job teaching troubled youth and no longer can coordinate the Sprockids program. Loren Gortsch and Darren Lightfield are interersted in the job, she is meeting with them, Harley Parsons and Kay Mack. Education is needed for the instructors in CPR, 151 Aid, mechanics. She proposes new hires pay for the classes, then SWIMBA reimburse them after they have been employed 30 days.

Dave questioned the Albertson's grant that fell through. Lorien was paid as a summer employee and estimates she has about 60 unreimbursed hours. She knew it would be volunteer if the grant didn't come through.

Lorien recommends the percentage employee basis because the employee will market the class, and can make $6-$25 an hour depending on marketing.

Future of the program - Parks and Rec has a Hip Hop program and National Parks and Rec wants to include Sprockids as part of a pilot program. Other programs would have to be developed by the instructor. Lorien is shooting for a bike class as an elective at her school. She would like to see proceeds from the Knobby Tire Series go to races for kids.

Tour de Fat - Todd agrees that Parks & Rec is owed lO%percent of profits on beer sales. Tom will calculate the amount and pay it.

Board Member Standing - Lack of attendance will be cause to remove a board member. Harley would like to discuss goals and commitments at the next meeting.

NEW BUSINESS:

Advocacy - The Citizens Advocacy Group for Cycling is trying to get the city council and mayor to pay attention to alternate transportation. Tom mentioned that Chuck Winder seems to advocate for open space and alternate transportation.

Adopt A Trail - Chris talked to Jerry, there weren't as many people as he wanted, but Hulls is OK. They will prune Hulls again the second week in September.

Storage Shed - Parks and Rec doesn't have a lot of money and need a storage shed. Chris proposed SWIMBA buy a storage shed for the McCord property for tools and at least one bob trailer. It would cost $300 more for two bob trailers. Motion was passed, Chris was instructed to get a good shed and to get Tim Breuer to sign off on it. Davey has a contact for good prices on tools. Dave Thomas suggested a Stormore shed.

Goals and Commitments - Harley wishes to discuss at next meeting.

SWIFT - Dave Thomas presented SWIMBA with a check in the amount of$340.81 from SWIFT.

Parks & Rec Work Party - 9/13.

Tamarack Event - 9/13. Lorien and Darren are sponsored by Tamarack.

Bogus Basin Hill Climb - 9/13.

Sawtooth 3 Day Ride - 9/13. .

Knobby Tire Race - Davey needs course marshals for the State NORBA Cross Country Championship at Soldier Mountain 8/29.

Galena Grinder - 9/6

Greenhorn Gulch trail - The trail is closed, it may have emergency trail maintenance for MTB access.
A new group with a more advocacy and less environmental stance will meet 10/4 to discuss strategy.
