A quorum was declared.  Meeting called to order by Harley Parson.

OLD BUSINESS:

Tour de Fat - Chris Winn has announced it is 8/28/04.  Harley stated Todd is going into a new business and he is concerned about who will help with TdF.  He wants a point person to talk with Chris Winn.  Marge, Tom Foote, Tom Baskin, Dave Thomas and Kristi all volunteered to work on TdF.  Margie will be point person.  Margie will also call Todd to resolve Harley’s concerns regarding Todd’s participation in TdF.

 Willow Lane - $1,600 is needed to match a grant.  Tamarack, Bob’s Bikes and bike swap folks are mentioned.  Harley thinks we can probably do it without Judd DeVall but we need someone with credibility to manage the project – Judd brings credibility to the project.  Lorien will ask Tamarack, however they would want signage.


NEW BUSINESS:

Solid Waste Management - Emily Boerner discussed Phase 2, environmental issues.    There will be public review of options;
1. Landfill not owned by county.
2.    New Ada County Landfill in the desert.
3    Stay at Hidden Hollow.
4. Go out of state.
Additional suggestions are waste to energy facility and waste reduction.  Stage 3 will be ranking options against criteria, this stage goes through March.

The current landfill is 110 acres, option C will expand it by 40 acres.  The country will fence off rare plant areas in the 40 acres.  Emily will research Ted’s question on what happened to the original proposal NE of the present landfill.  Chris Cook brought up use of Hidden Springs land as open space if the landfill doesn’t go there, Emily suggests watching in the future.  Tim has worked with Dave Neal, landfill manager, made purchases with enterprise fund monies which generally have to be used for that purpose.    Harley would like to see buffer zones for trail access, integration with other trails and pass throughs.  Harley commented on possible building material exchange, waste reduction and diversion, and has a sample ordinance.

Ridge to Rivers - Paul Woods advised that a new trail coordinator has not been hired, there were 5 candidates, 1 was invited back, but was not agreed on.  The position reopened 2/23 to 3/19.  The Ridge to Rivers partners are BLM, Ada County, Boise National Forest, City of Boise.  The funds go to the City, they implement the work plan using BLM and City equipment.  Ridge to Rivers program is still moving forward, 3,000 acres have been acquired to date, 1,000 acquired and donated, 1,900 acres facilitated.  New trails and recreational opportunities are being planned for those areas.  They are looking for SWIMBA volunteers.  This includes the Hawkins property which connects Military Reserve to State and BLM lands.  Gates are needed.  There are trails and parking facilities at Dry Creek and the Noble property at Five Mile Creek.  They want recommendations from SWIMBA.

Ridge to Rivers wants input from mountain bikers, equestrians, hikers and walkers to serve in a group to provide comments.  Lorien commented that some SWIMBA members have education and training in trails, wonders if a consultant could be paid.  Includes Chris, Darren, Matt Newman and Tim Breuer.  Paul indicated funds for consulting fees would be a challenge.  Harley voiced his concern about open meeting laws.

Tom Baskin commented that the Foothills Advisory Committee is operating for the purchase of land and want input from other users.  Harley wants to meet with Chris Cook and Paul to coordinate projects in progress with Tim Breuer.

 Environmental Education Center in Hull’s Gulch - The City, BLM and Ada county have partners in the center, Idaho Power, Sustainable Idaho, Boise Cascade, Nature Conservancy, United Water, Golden Eagle Audibon Society and want SWIMBA to be a donor/partner.  Harley wants members to meet with Paul, including himself, Chris Cook, Darren and Dave Thomas to discuss storage space, Adopt-A-Trail and Ambassadors.

6/5/04 - National Trail Day - Tim Breuer has a volunteer project in the evolutionary stage, 1 section of landfill, corner East of Seaman’s Gulch.  The landfill has agreed to open it up for trials, a couple hundred acres.  Idea is to use in volunteer capacity, could do it as National Trails Day, there is talk of working with REI.  Ted Tokumoto will be a contact person.  Tim has submitted for a grant for trails that don’t need hand work.  State Parks & Rec will decide in April, then it goes to the Federal Government.  Tim hopes for a successful showing for a start to bigger things.

Bike Swap - Harley has asked involved parties to share a piece of the pie with us.  Bob indicates they need volunteers to run the swap.  The split is 60/40 Dobbiaco and BODE Cycling.  The last SWIMBA swap was in the 90's, was $3,000 to us, the total was probably $30,000.  Harley will meet with Mike Cooley who thought SWIMBA was in it.  Harley is getting clarification to see if there is still an opportunity for SWIMBA.  Boise Aeros are involved.

Harley reminded members that board members cannot act as representatives of SWIMBA without coming before the board first.

E-mail votes - Can be conducted through e-mail with 24 hours notice.

Cycle Idaho - 6/12 and 6/13.

City of Eagle - Gooseneck Canyon Terrain Park - They want a group with a 501C3 like SWIMBA to run their funds through.  Cycle Idaho has has offered to manage the project for a consultation fee & $20% of the costs as project manager of funds and design.  Harley thinks it will cost $80,000-$100,000.  The Rotary Club and City of Eagle wants to hire them.  SWIMBA would be hiring the general contractor, Cycle Idaho.  Tom Baskin notes liability issues such as worker’s comp, consulting issues.  Harley and Darren would recuse themselves to avoid conflict of interest.  The Rotary Club has applied for 501C3 so they can handle it.
