A quorum was declared.  Meeting called to order by Harley Parson.
OLD BUSINESS:
Treasurer's Report - $6,425.34.  A check in the amount of  $1,600.00 to Willow Lane Dirt Park.  3 new individual memberships, 1 family and 1 renewal.  Tom found old checks in the treasurer's material given to him by Harley - $340.81 from Y-Striders (according to Harley) and $70.00 from Dr. Steven Care.

Membership - Chris Cook is the new membership chairman.  Tom stated only 25-30 people are current with dues and a lot of board members need to pay.

Willow Lane - Harley stated Tates Rents won't fund the excavator - he will know in a couple of weeks.  The amount is about $1,054 for lawn roller and diesel.  Hand shaping and jump finishing is needed by volunteers who are being coordinated by, Jerry Pugh, Phil Vega and Darren Lightfield.  A bike patrol in the area was discussed to keep kids from destroying it.  Harley is to send thank yous to those who contributed.

Cycle Idaho - Invites will come in the mail.  Harley requests SWIMBA to sponsor, and will put the logo on T-shirts and posters.  A percentage of the proceeds is going to Idaho Youth Ranch and Sprockids.  $600 is needed to print T-shirts.  40 people participated last year.  Bob Roehl moves to contribute $250, Jerry West seconds, motion passed.  Next month Harley will do volunteer coordinating. Paul Wood states there needs to be a water station at Crooked Summit on the 2nd day.

Tour de Fat - 8/28.  Treasure Valley Cycling Alliance is proposed as the secondary benefactor.  Tertiary benefactor is contingent on charging for rides.  Jerry suggests North End Historic Preservation Association.

Bike parade will be at 11:00 a.m. and road and mountain bike rides at 9:00 a.m., about ½ dozen rides.  Tim Breuer suggests a canned message from ride leaders promoting soft cycling.  Rides are strictly donation, which Harley wants to go to Sprockids scholarship fund.

Todd stated New Belgium wants a marketing proposal, added value benefits, like buy a beer add a foot of trail.  Discussion was held on focusing on new trail development generally to show where the funds are spent.  Tom Baskin pointed our new acquisitions such as Hawkins, 5 Mile Creek, Table Rock area might fit that need.  Members are to tell Todd by e-mail before next meeting what they want to do with proceeds this year. 

Beer garden - if we want to have kids in the beer garden we have to have food in there as well.
Bob Roehl wants to lead the cruisers again this year.  Greg Bearce will contact Lactic Acid for ride leaders also.

Adopt a Trail - Chris announced 20 people participated, had newspaper coverage 4/11/04.  Chris proposes in addition to Hulls now, adopting Bob's and Squaw nka Spring Creek and trail 13.
Ridge to Rivers - Paul Wood stated the city perspective is to recognize SWIMBA at kiosks, want SWIMBA to work in foothills east and west as well as central.  The city will help with a newsletter.

NEW BUSINESS:
IMBA requested support for their legal defense fund, $20-$1,000.  Discussion was tabled.

RAT POD in Dillon MT sent a brochure - 157 road bike ride.
Chris Hahn - Bob announced Chris has a baby girl, Ana.

Member Services - Harley is going to set up Pay Pal account and an independent web site to take membership off the web site.

National Trails Day 6/5/04 - Tim Breuer announced Seaman Gulch trails, seasoned beginner trails, 6-7% average.  REI has a grant.  Is thinking of meeting at 9:00 a.m. at Optimist Park off Hill Road and maybe create a festive event with Sprockids or ramps, giveaways and food. 

Poison Ivy in Hull's Gulch - Jerry West says the DEQ will allow extermination, and Round Up is OK.  Paul Wood said Ridge to Rivers is looking at the issue there and on private land as well.  He will get back to us.

Harley mentioned a couple of coyotes attacked a dog recently up at Hull's.

Boise Bike Week - Ryan showed the poster with SWIMBA's sponsorship and thanks the organization.  Also thanks for the Tour de Fat secondary designation.

Tom Noll talked about common interests of bikers and equestrians, handed out an IMBA handout on encountering horses, introducing bikes to horses.

Trail to Stack Rock - Discussion about how to avoid the cabins and not upset landowners by going in through cheaters trail up around the corner off the pull out.

Ride to Danskins - Chris Cook will have a ride Saturday with Roger Phillips.
