OLD BUSINESS:
Treasurer’s Report by Tom Foote – Just over $10,000.
Tour de Fat beer sales were $8,197, T-shirts and memberships $250 for a gross event of $8,447. Costs were beer $3,178, Parks & Rec $669.70, T-shirts $600, water etc $26.81. Net event is $3,972.49. We sold more beer (30 kegs) over last year (22 kegs). 100-120 glasses of beer to a keg.
Foothills Grant – Tom Baskin moved we give $3,500 to Ridge to Rivers for new trails, Bob Roehl second and it passed. Paul Woods thanked SWIMBA and said some technical trails will be considered.
Discussion by Harley Parson regarding the property storage shed for $600 and Sprockids. Trail tools have been paid for already.
Area of Influence – Chris Cook wants our area of influence to be what is shown in a tourism publication, South of I-84 to Glenns Ferry, north to McCall, Boise National Forest, east to Atlanta, Featherville, Pine to Hells Canyon and also to include anything else on a case by case basis.
Concerns were expressed by Bob about overlapping CIMBA. Ted wants definition of AREA OF INFLUENCE, is it everything including projects & comments, suggests comments statewide by projects here, suggests input from other members. Tom Baskin believes opportunity for dispute increases the further you get from Boise, SWIMBA was started to increase riding in the Boise Front, divisiveness is created when going further, we advertise as concerned with Boise National Forest and attract members as such. There is much to do here.
Harley states with current AREA OF INFLUENCE we can’t comment on 511,000 acres of wilderness in Owyhee County & Wilson Butte. Margie stated we can comment on a case by case basis, as in the past. Chris wants to redefine AREA OF INFLUENCE.
Sue Chelstrom agrees that there are lots of trails to work on in the Boise National Forest, is concerned about the group being splintered, and IMBA can handle statewide issues.
John McCarthy is ICL and SWIMBA member, believes Chris is IMBA and has an anti wilderness agenda. Sue asks how SWIMBA feels about Chris being on the board of the Blue Ribbon Coalition? Lorien states Foothills School supports the Open Space Campaign, she wants to support Chris.
Bob asks for clarification as to statements Chris may have made against the Wilderness Act. John states Chris privately and publicly opposes current wilderness proposals and we need to be clear about why we are moving into Owyhee County, is it to change the Wilderness Act, to further anti wilderness.
Bob noted that when SWIMBA revived it was decided to stay out of wilderness issues because it would rip the group in half. Harley states the only wilderness in the map is the Owyhees and nothing he and Chris would oppose. He wants to expand and promote mountain biking in larger area to include Emmett and Mountain Home.
Unidentified guest commented “think globally, act locally”.
It was moved to expand the area of influence. Harley seconded, vote was 4 in favor and 4 opposed with 3 abstaining. AREA OF INFLUENCE remains the Boise National Forest with opportunity to comment on other areas on a case by case basis.
NEW BUSINESS:
Position on new foothills trails – Dave presented information on new trails linking Military Reserve to Shanes, Pole Cat Gulch and Five Mile Creek. A support letter from SWIMBA would be helpful. Harley moves, Ted seconds and motion passed to write a letter of support.
Ted proposed a SWIMBA sign on kiosks sized a little over 8 ½ x 11 to focus on rules of the trail. Dave agreed to consider it.
Rerouting Three Bears – Chris wants a resolution to reroute Three Bears to make steeper sections more sustainable. Paul indicated it might not come to the top of the list as there is much to do, Dave indicated the trail held up well this year. Issue was tabled on motion by Bob.
Bike Shop Flyers – Ted wants to print flyers for bike shops, after final version it was voted to spend $500.
Sprockids/Hyde Part Street Fair – Lauren Dorsch had over 100 kids in camps last summer, has proposals for grants to expand to at risk youth and youth without funds, is working with Answer Charter School, trying to get kids that aren’t just upper middle class. Is trying to get youth outreach with Heritage Fund and money from SWIMBA. She is working with Hayes Shelter Home and Ascent (Lorien). Isn’t currently getting referrals because Kay Mack won’t let her work 1 day a week 3 hours a day. Asks SWIMBA to pay for one instructor for 3 hours @$35 an hour or $105, wants to use Sprockids equipment and trailer. Parks & Rec. would hire instructor. Motion, second and passed.
Chris stated 5% of bike swap proceeds will go to Sprockids.
REI Stewardship Day – 10/2/04, opportunity for SWIMBA to sell T-shirts and describe how money is spent. Harley will work with Chris on it.
Trail Day – 10/1 & 10/16, Ridge to Rivers needs crew leaders. 9/28 need crew leaders at Seamans Gulch starting at 4:00.
State Department of Lands Swap with BLM – Friday afternoon press conference.
Take a Kid Mountain Biking Day – Harley has late announcement, 10/2.
Agenda Items – Tom Baskin asks for advance notice of agenda items. Chris states he gets agenda items from members, agrees to give advance notice.
