- Meeting was called to order by Chris Cook at 7:05pm
- Treasurers Report (by Tom Foote)
- Present Balance $3,220.49.
- Memberships received in the last month (2) individual renewals ($15/ea.) and one premier membership ($60) for total revenue of $90.
- Expenses:

OLD BUSINESS: - Meeting minutes for July 20 meeting were approved with unanimous consent.
- Tour de Fat update: Margie Rosenberg
- We need volunteers. We need more board member participation. We have 5 slots open. I would like all 5 to be filled by board members and each of the volunteer board members to bring 3 additional volunteers.
- We will sell beer tickets for $4 ea or 3/$10.
- We will need change for beer tickets.
- Volunteers will be needed specifically for setup and takedown. Board members are requested to be present during these times to assist.
- Silvia Cooper of REI has asked about volunteer opportunities for REI employees. Chris Cook gave Margie Sylvia's business card.
- Tom Baskin indicated that SWIMBA needs to verify that the organization is named as an "additional insured" on the insurance policy taken out by New Belgium to fulfill city requirements.
- Kristi Regotti indicated that Chris Winn (Self Appointed Beer Evangelist) will be in town and would like to meet with the TDF committee on Tuesday, August 23rd.
- SWIMBA's Goals for the coming year
- Chris Cook requested that each and every board member remember to fill out a Non Profit Corporation evaluation form in order to get an idea where we all believe the organizations strengths and weaknesses fall. He would like this done and in his hand prior to the September meeting so that he may tabulate the data and present it to the board.
NEW BUSINESS: - IMBA Trail Care Crew - Chris Cook
- IMBA Trail Care Crew will be in Boise September 15-18th
- 4 events are planned
- Sept. 15th: All abilities ride, 6:00pm @ The Foothills Learning Center. Followed by an around the world slide show in The Foothills Learning Center at 8:00pm. There will also be an informal / unofficial trail walk with David Gordon on this date.
- Sept. 16th: IMBA Trail Care Crew will be riding in the Smokies. This is an invitation only ride.
- Sept. 17th: Trail Building Class at Bogus Basin Nordic Center @ 10:00am. Class will be followed by a trail work session on East Side Trail. The cost to rent the Nordic Center is $205 for the 6hrs required.
- Sept. 18th: There will be an all day trail work session in the foothills. Volunteers / Participants will meet at the Foothills Learning Center @ 9:00am. Work will be at either Pole Cat Gulch or Table Rock.
- David Thomas moved that SWIMBA provide $285 to cover the cost of the Nordic Center Rental and food/snack costs for the events on Sept. 15th and 17th ($40/ea.). Seconded by Ted Tokumoto. The motion passed unanimously.
- Sprokids Update - David Beck
- Currently Harley Parson is the Director and Lauren Dorsch (supervisor) reports to Harley. David Beck has been available to Harley for guidance as necessary.
- The program is growing exponentially. It had 55 participants last year and 255 this year.
- Compensation for most positions in the program is poor. Poor compensation and exponential growth are resulting in growing pains. Things are falling through the cracks and the city has had complaints. The city would like to see changes in the program to address the issues.
- Dave Beck is proposing combining the positions of Supervisor and Director into one full time position. Currently the Supervisor position is compensated with 10% of the enrollment revenue. We would ultimately like the city to fund the full time position.
- David Beck would like SWIMBA to form a committee to review the program and make suggestions on a reorganization plan that would result in improved communication with the city.
- The current director position expires in September. The current director is an independent contractor. We would like SWIMBA to specifically define this job position.
- Tom Baskin noted that we want the city to remain as the contracting entity so there is no perception of SWIMBA being an employer. SWIMBA is not set up to handle employees and the organization doesn't carry workman's compensation insurance.
- Tom Foote indicated that we should communicate our support of the program to the city and find out what input they would like from SWIMBA.
- David Beck: The goal should be to grow this program to the point that it is self sustaining.
- Chris Cook moved that SWIMBA create a Sprokids committee of 3 board members to communicate with the city. Seconded by Terry Heslin. The motion passed unanimously. Volunteers for the committee included Terry Heslin, David Beck and Ted Tokumoto.
- Funding for Table Rock Trail - Chris Cook
- Chris has been working with David Gordon (Ridge to Rivers) since spring on a proposal to create a technical trail. If approved, this trail would be an experiment. Ultimately, if it proved unsuccessful SWIMBA would be responsible for removing the trail. Failure would largely be judged on whether riders stayed on the established route and rode the obstacles. Going around the obstacles and creating alternate routes would be deemed unsuccessful. SWIMBA would need to provide oversight of the trail condition for the two year trial period and report back to the city on a monthly basis.
- Chris Cook moved to provide $800 for signage at the proposed Table Rock Trail. Seconded by Jerry West. (Jerry West rescinded his second after the following discussion).
- Must discussion followed where concerns were voiced over spending 1/3 of the organizations cash reserves on a proposal that the majority of the board was not aware of until the current meeting. Tom Baskin expressed concern about the fact that City Parks & Rec. had already approved construction of the proposed trail based on information indicating that SWIMBA had already expressed support for the proposal. Terry Heslin explained how the proposal came about and how the IMBA Trail Care Crew came to be involved.
- It was resolved that the matter would be tabled until the next meeting. Numerous board members wanted time to carefully consider the request and some desired additional information.
- Bylaw revision motion regarding use of the SWIMBA name / logo - Bob Roehl:
- Terry Heslin moved to table this item to the next meeting. Seconded by Ted Tokumoto. Motion passed unanimously.
