- Meeting was called to order by Ted Tokumoto at 7:03pm
- Introductions were made around the room due to the number of members and guests present.
- Meeting minutes for October 21 meeting were approved with unanimous consent.
- Treasurers Report (by Tom Foote)
- Current account balance is $9,255.08
- Estimated PayPal balance is $300-$400
- We have outstanding checks to BYRDS ($1000)
- We still owe Ridge-2-Rivers $1025
- We owe Parks & Rec. for park fees ($950) associated with the Tour de Fat.
- We received a check from the Albertsons Boise Open for $25.31 which still needs to be deposited.
OLD BUSINESS: - Ridge to Rivers/Kubota Grant - Ted Tokumoto
- Ted indicated that he was a bit light on the details surrounding this grant request from Ridge to Rivers. Tom Baskin that R2R had cobbled something together and as of this date it is still running. He further indicated that the need was not immediate and that we should be able to table the issue until the next meeting in order to gather additional details without causing any problems. David Thomas confirms that he has seen R2R on the trails utilizing a Kabota in the last week so they are definitely using something.
NEW BUSINESS: - Mechanics Program - Lorien Lightfield
- Lorien previously requested a grant from the school district to develop a bicycle mechanics program at her school. The request has been denied and she is now exploring alternative methods of funding the program. The students that the program is designed for are "at risk" and very few of them have access to automobiles. Ted T. moved to provide $500 to the program (ASCENT). Harley P. seconded the motion and it passed unanimously.
- Idaho Trails Council - Tom Chelstrom
- Tom Chelstrom requested a few minutes to introduce the group to the Idaho Trails Council. The members of this organization are extremely diversified (multi-use including motorized). The organization is currently in need of a cycling representative. Chris Cook has filled this position in the past but has had to step down due to time restraints. Please consider participating and call Chel at REI if you would like to discuss this opportunity.
- The group is also in need of a youth representative
- Chel is currently the water ways representative.
- Terry Heslin is on the Council as the BLM representative.
- Meetings are quarterly
- Harley Parson and Steve Stuebner are both past cycling representatives on the council.
- The council is in need of new members who are motivated and willing to participate.
- Sprokids Mechanics School /Apprentice Program - Harley Parson
- Harley is moving forward with the proposal for the program.
- Permission has been granted from Parks & Rec. to put a shed in place at the compound. It may be possible to cut a hole in the fence and have the shed door backed up to the hole to provide better access.
- Local shops have indicated to Harley that they would be willing to take on apprentice mechanics as part of this program.
- Now the program needs more space. Harley believes that a 14'x20' Store-More shed would be sufficient. Costs would be as follows: shed ($5000), door ($195), power ($400), tools ($1000), benches ($375). Total: $6,970.
- Cycle Idaho (w/ Sprint / Nextel as a major sponsor) will be supporting this effort.
- Tom Baskin indicated discomfort with SWIMBA pledging monetary support of this effort without knowing exactly how much we would ultimately need to provide.
- Harley indicated that items paid for with funds provided by SWIMBA would remain property of SWIMBA.
- A lengthy debate took place regarding the pros and cons of providing continued monetary support to the Sprokids program and what amounts would be appropriate. There seemed to be a general consensus among board members present that there was no guarantee that we would have another Tour de Fat and therefore a commitment of $3500 would not be prudent.
- Ted T, moved to commit $100 towards the Sprokids mechanics program. Bob R. seconded. All board members voted Aye (including Kristi Regotti, by Proxy w/ David Thomas) except Harley Parson who abstained and Mike Burkhart-opposed.

- Waterbars - General Discussion
- A general discussion was had where all present basically agreed that the water-bars currently being installed on the Boise front are considerably steeper than cyclists are used to seeing and steeper than is called for in the IMBA trail building guide. No course of action was decided on this item.
