Board Meeting Minutes for: July 20, 2006

  • Meeting was called to order by Chris Cook at 7:10pm
  • Treasurers Report (Tom Foote)
    • Checking Balance: $6416.67
    • PayPal Balance: $1359.95
    • Total: $7776.62
    • Earmarked for Sprockids (from Cycle Idaho ’06) $450.
    • Harley suggested that there was a previous donation by Cycle Idaho in the amount of $832.85 that should also be earmarked for Sprockids. Tom will verify that.

OLD BUSINESS:

  • May ’06 minutes were approved unanimously. All new board members abstained.
  • June ’06 minutes were approved unanimously.
  • Tour de Fat – Margie & Kristi
    • We are hoping to get together the week of Tour de Fat for some unofficial fun. Possible ideas include the following:
      • 8/22 – Ride to Crow Inn for dinner, possibly stop at Kessler.
      • 8/23 – Alive after 5 (Grove).
      • 8/24 – Dutch Goose.
      • 8/26 -- Bouquet (after TDF)
    • This year New Belgium is using a PR firm for Tour de Fat. We have provided info on what we have spent the proceeds of prior events on and what we anticipate spending the proceeds of future events on. They are compiling a press release that mentions SWIMBA.
    • Water was an issue last year. We need to work this out. Water needs to be provided in the beer garden and outside the beer garden. Cycle Idaho will provide some water containers and cups. The remainder of the water required should be figured out by the August meeting.
    • Volunteers are needed for the beer ticket sales. A sign up was passed around.
    • Volunteers are also needed for set up and take down.
  • Wilson Peak E.A. (Chris Cook & Terry Heslin)
    • In review of the recently released Wilson Peak E.A. there are a number of things to be concerned about. Reynolds Canyon would be designated as “hiker only” 
    • The parking lot location is proposed to be moved closer to the feed lot but they will leave the two old lots. It is likely that the new lot will be bypassed due to its proximity to the feed lot and other misc. reasons.
    • The Northwest Passage and Stuart Gulch trails aren’t mentioned in the E.A. and would therefore be eliminated. 
    • The E.A. proposes no new trails in the heard management (horses) area. The E.A. doesn’t acknowledge a number of trails that are existing in this area and already ridden.
    • A draft letter will be distributed via email for comment. Chris has compiled some thoughts for a letter. Comments are due by August 1st.
  • Cycle Idaho (Harley Parson):
    • Harley Parson presented a check for $200 from Cycle Idaho to be earmarked fro Sprockids
    • Accounting of the ’06 Cycle Idaho Tour shows that it essentially broke even (-$65) after expenses. This accounts for $2535 is sponsorships.
    • Harley consulted w/ his CPA & Attorney who both indicated that a donation from SWIMBA to Cycle Idaho (or to benefit Cycle Idaho) would not threaten the 501c3 status of the organization. Harley moved that SWIMBA sponsor Cycle Idaho in the amount of $300 which would be donated directly to the Idaho City EMT. Bob Roehl seconded and the motion passed unanimously.
  • Sprockids (Harley Parson)
    • There is a lingering general question regarding insurance coverage for the Sprockids trailer and gear contained within. Upon purchase of the trailer Harley insured the trailer through his personal automobile policy. Currently the contents of the trailer are not insured. It was suggested that Harley solicit a quote from an agent. The quote would be to insure the trailer and contents to SWIMBA. Margie suggests that we also ask the city if they have any policy that protects the trailer or its contents.

NEW BUSINESS:

  • Officer Elections:
    • Ted Tokumoto is nominated for President.
    • Kristi Regotti is nominated for Vice President.
    • David Thomas is nominated for Secretary.
    • Tom Foote is nominated for Treasurer
    • Nominations were closed and the slate of nominees was unanimously approved.
  • National Trails Day (Harley Parson):
    • Harley asked if the group would be interested in riding on National Trails Day (June 4) ’07 in lieu of a trail project. The Weiser River Trail is celebrating an anniversary and would like to get an event planned. The group consensus was that it was early to make that determination.

MISC. BUSINESS:

  • Big Wood Trail Discussion:
    • The topic of the Big Wood Trail (near Bogus Basin) was brought up as numerous board members expressed concern over information being informally circulated which indicates that some inappropriate trail building has occurred and is compromising SWIMBA’s relationship with numerous local land managers.
    • Chris Cook indicated that the trail is on the map and is a recognized trail. Dave Gordon has looked at the trail and deemed the construction unacceptable. Consequently the Forest Service observed the construction and agreed with Dave Gordon.
    • Harley Parson and Dan Meeker indicated that Chris Cook simply flagged the trail and other parties are actually responsible for the inappropriate construction that occurred. They (Harley & Dan) indicate that no citation has been issued to date but acknowledge that there have been verbal threats of such. Additionally, they assert that the issue is not with the existence of the trail or riding of the trail, but with features that have been built on the trail.
    • Tom Chelstrom (Chel) states that Dave Gordon (Ridge to Rivers), Paul Woods (Boise Parks & Rec.) and Larry Trip (USFS) have all indicated that a citation has been issued and that the trail must be closed by June 15th from top to bottom. Chris responded that he hasn’t received any of this in writing. Chel further indicated that all the land managers see SWIMBA’s name all over this issue. 
    • Harley Parson stated that the thoughts of the land managers warrant a formal response. There are regularly scheduled meetings amongst the land managers to review the progress of the Schaefer Butte trail system. It could likely be arranged for the new slate of officers and Chris Cook to attend one of these meetings to address the issues.
    • Ted Tokumoto will follow up with Dave Gordon regarding the best course of action and get back to the board.
