Dave signed the contract with Flicks to play one time. - Insurance: General Liability Insurance Coverage is currently paid for by Tom Baskin. It covers bodily injury or property damage for covered activities. Dave Thomas proposed D & O insurance that would cover actions taken/not taken by the board, costs $385 annually for up to 1,000 board members and an additional $115 buys crime insurance including loss of monies due to criminal activities. Jill moved to purchase both, Harley seconded, motion passed unanimously.
- Tour de Fat: August 23, 2008. Everyone is encouraged to keep the date open and promote the event.
- Communication policy: Discussion held on amending the Bylaws to allow board members to speak on behalf of the board without prior permission of the board, such as public service announcements re: trails. Dave Beck suggested committee chairs have authority to speak, Tom Gattiker noted a lot of space between current policy and the suggested new policy. Will be discussed at a future meeting.
- Marketing Committee: Jill presented a report on the website development including technology associated with joining SWIMBA and becoming a member/user; committee chair roles in website; trails, classifieds, projects and programs, volunteer, accomplishments, education, forums, gallery, calendar, news, meetings, links and acknowledgements sections. The next meeting is Thursday March 21, 2008 at 7:00 p.m. at Smoky Mountain Park Center.
To integrate the Join SWIMBA link from Vieth website in order to access benefits of membership it will cost $200. Tom Gattiker moved to allocate $200, Harley seconded, passed unanimously. - Membership Committee: Dave conferred with Jodi and she is clear on the goals. She is pursuing benefits in partnership with shops which may require ID cards or key chain tags. Terry Floyd is gathering information on giveaway stuff.
- Membership Database: Dave Thomas has been tending the database, requests $80 to re-program it to get the memberships started on the right date. He will discuss it with Geoff first. Dave Beck moved to allocate $80 if necessary, Jill seconded, passed unanimously.
- IMBA World Conference 6/19/08-6/22/08: Harley wants to attend on behalf of mountain bikers in this area. Terry Heslin is a presenter and folks from Blaine County are attending. He requests a $100 check from SWIMBA to help defray his travel expenses. He said SWIMBA will get representation and a report in return. He thinks the Idaho summit will be represented by Tamarack, McCall, possibly the Eastern part of the state. If not, Harley will bring back SWIMBA concerns. He offered to represent the Cycling Park and they will pay half. Harley thinks this will give Idaho a presence on the map. He cites Take Your Kid Mountain Biking Day for which the Cycling Park is the national ride center, is an example. Terry Heslin said SWIMBA has received publicity and will get more. Dave Beck noted IMBA gave SWIMBA a $1,000 grant last year. Dave Beck moved to give Harley $100, Kody seconded, passed unanimously. Chris Cook is attending also. Dave Beck asked the three people to talk up youth programs, the Cycling Park, trail advocacy and try to get more grants coming our way.
- Education: Tom Gattiker said they are focusing on muddy trail use at present. He, Terry Floyd and Tom Grant may be putting flyers on trails. They are identifying alternative places to ride and have a PR campaign. They are working with the marketing folks. Terry Heslin noted three million acres are closed in the Owyhees due to conditions, but the BLM has not closed some areas because some soil types are good, and that the soil scientists at the BLM have good information. It was reported Dave Gordon said 5% of the cyclists are causing problems, that people and dogs are his main concern.
- Sprockids: Harley said in 2002 there was an MOU and SWIMBA and Boise Parks & Rec went with Sprockids, which was part of IMBA. Now Sprockids is owned by a Canadian company and he thinks it may not be possible to use the logo and name. IMBA asked us to use a new logo and Harley has been calling it SWIMBA Bike School. Doug Tobin has been hired by the City to run the program, he is also running BYRDS and is vice president of the Cycling Park. Dave Beck wants to grow the program and some of it will be at the Cycling Park. Some camps will be shared. It is still tied with SWIMBA. Dave Beck is chairman, Harley is volunteer director and point of contact with Paul Schoenfelder. Harley is doing Klunkerz to get money for the mechanic school. Harley wants the MOU re-written considering the name change and consolidating the program with compensation for instruction and supervision, and to make it more businesslike. It should be reviewed in 2008.
Dave Beck said it may be tied in with BYRDS and maybe SWIMBA bicycle school. Harley said they are still using some stuff from Sprockids. [Tom Foote left the meeting due to illness.] Doug Tobin is an employee of the City of Boise and will grow and develop the program, leaving administration with the City of Boise for now. It will be taken through the Cycling Park in the future but the City of Boise will still be involved. - Trail Days: March 21, 5:30 p.m. at Hulls. Meet at Foothills Learning Center. April 5, 9:00 a.m. Rock Island. Meet at Warm Springs Golf Course. Saturdays at 2:00 Dave Beck has crews working at the Cycling Park.
- Willow Lane: Harley e-mailed Jerry Pugh and will work with him to maintain it and MTBR is interested in it. Harley will also contact Treasure Valley BMX. Dave Beck said he asked Judd Duvall for a proposal, which was $11,000. Harley and Dave wants to make it sustainable and Dave Beck concurs. Dave thinks we should look for partners like City of Boise, Treasure Valley BMX, etc. The big point is getting someone to take care of it. The area is currently in disrepair and the SWIMBA sign, which initially was to be up for only one year is still there. Jill moved to take the SWIMBA sign down, Kody seconded, 5 in favor, 2 opposed, 3 abstained.
- Meridian Dairy Days 6/21/08: Dave Beck suggested a SWIMBA presence, maybe a bike rodeo. He would kick in $1,000 to build structures, but cannot take it on at this time. Tom Gattiker could possibly do it, Dave Beck offered to help. It could be a consortium of SWIMBA, BYRDS, Sprockids, Cycling Park. Tom Gattiker and Dave Beck will talk offline.
- Watchman Trail: Letter received from BLM March 7 indicates decision on Alternative #2, Watchman Trail. NEPA approved.
- Consent Agenda: Tom Gattiker suggested fast tracking small expenditures. Dave Beck suggested a consent agenda basis.
